About SAFE

SAFE (Support Aid FGM EFM) is an EU co-funded project dedicated to supporting the prevention and access to services for women and girls affected by female genital mutilation (FGM) and early and forced marriage (EFM) perpetrated against women and girls.

To reach its goals, SAFE focuses on continuous community empowerment, training, capacity building of key professionals, education, awareness-raising as well as sensitisation of stakeholders, all promoting a community-based, culturally competent and gender sensitive approach.

SAFE is coordinated by TERRE DES FEMMES (Germany) and brings together a strong partnership of experienced organisations, including Akidwa (Ireland), ActionAid (Italy), End FGM EU (Brussels), Equipop (France) and Save a Girl Save a Generation (Spain). 

By engaging with communities and policymakers, SAFE aims to drive a lasting change in the EU.

The SAFE project is rooted in a community-based approach that involves and empowers affected people as experts in end female genital mutilation and early and forced marriage.

Empowering

Through this common effort, SAFE focuses on community empowerment, education and coordinated action. In other words, SAFE aims to facilitate access to holistic services for those affected by these human rights violations.

Cross-border

The project has a clear transnational impact and its activities take place directly in 5 EU Member States, all of which host large diaspora communities, where female genital mutilation and early/forced marriage are prevalent.

Culturally and gender-sensitive

SAFE recognises female genital mutilation and early/forced marriage as interconnected forms of gender-based violence that need coordinated action, with sensitivity to culture-specific challenges.  

The EU-Wide Intervention Chain Guidelines

The EU‑wide Intervention Chain model is a collective European effort to strengthen the prevention of female genital mutilation and early/forced marriage by bringing together the experience of five Member States (France, Germany, Ireland, Italy and Spain) and the voices of the communities most affected.
The SAFE project positions this model as both a strategic framework and a practical tool: a way to harmonise approaches across the European Union while respecting national specificities.
Building on the work previously carried out at national level, partners will gather expertise from professionals in health, education, migration, social and legal sectors, and share how this knowledge will be consolidated into a shared European guideline. This will enable them to analyse existing national intervention chains, identify key actors, and define indicators to monitor the model’s long‑term impact.

Once the model is drafted, translated and validated, it willis to be launched at the level of the European Union.
